There is a similar failure mode on the ACC in terms of shaft problems. A little background:
In the 9000, the heater core is always hot. There is a flap (air mixture flap) that mixes cold outside air with hot air from over the heater core. In manual temp control cars, a knob pulls on a stiff wire connected to an arm on the flap. In ACC cars, a servo pulls on the wire connected to the arm.
Possibilities are that the ACC or servo are bad, the wire from the servo to the arm fell off, or the arm broke. The most common problem is that the arm breaks.
First, do the self test - press the AUTO and VENT buttons simultaneously with the car running. THe ACC will go into a 40 second self test - you get a flashing 88. When done, you'll get a number. If the number is 0, there are no faults. If the number is 1 or more, you have 1 or more faults. Go to

Chances are the arm has broken. To check, open the hood. At the base of the windshield are horizontal plastic panels. You want to remove the one to the right (passenger side) of the center grill. The center grill is where air comes into the heater core. The cover is held on with two screws and some clips. With the cover off, look to the right side of the heater core box. You'll see a shaft coming out, with an arm on it, and a wire from the arm going into the firewall to a spot somewhere behind the glove box. I'll bet the arm has broken from the shaft. The flap has fallen into the HOT position, so the ACC can try all it wants, it can't move the arm. You're lucky- it usually falls into HOT only in summer, and flaps to COLD in winter.
If the arm is broken, you can buy a repair kit from Saab (called the air mixture arm repair kit) for about $8. It's common enough for there to be a repair kit available. If the arm has broken near the end, you're OK, the kit will work. If the arm has broken too close to the shaft, it's a pain, because the kit won't work. The only good fix is to replace the whole mixing flap. Unfortunately, that requires removal of the blower fan, which is a major amount of labor in your year 9000. If you need this done, consider having the heater core replaced at the same time.
