TCS (Traction Control) equipped cars are essentially throttle-by-wire. If the control computer sees something funny (it thinks a sensor is bad), it drops into limp-home mode, which radically drops performance and maximum speed. Basically, you can press the gas pedal all you want, but the engine doesn't speed up very much.

What you describe doesn't sound like limp-home mode at all. In limp-home, the car idles fine. I would first suspect a vacuum leak. That would explain hesistation and poor idle. Look for cracked or broken hoses. Pull the right front turn signal assembly off, and look in at the hoses to the charcoal cansister - they like to fall off, and you can't see them normally because the canister is buried in the fender.

If the spark plugs are old, replace them with new, using ONLY the NGK's specified in the manual. You have a 91 (non-turbo?) so I assume it's still a 2.0 liter engine. I'm not sure, but those may still have the mechanical dash-pot. Look at the throttle arm on the throttle body. Is there a little disk with a rod comming out that will hit the throttle arm when you take your foot off the throttle? That's the dashpot - it keeps the throttle from slamming closed when you take your foot off the gas - it 'eases' the throttle closed. It should take 3-5 seconds for the throttle to close that last 1/4 inch or so. If not, the dashpot may be tired or out of adjustment (again, I'm not sure if your car is dashpot equipped).

Other possiblities are a tired oxygen sensor (O2 sensor), or a tired Air Mass Meter. But do the easy stuff first - look for bad hoses, and treat your car to a tune up. But I don't think it's limp home mode.
