Yes, you can replace the throttle body and completely eliminate the TCS. You'll need to replace the throttle cable, and possibly install the pedal assembly from a non-TCS car also.
What is the problem? Does it drop into limp-home mode? Or is it just a case of it limiting wheel spin when you want to spin the tires?
If the system is just doing what it's designed to do, that is limit wheelspin, in your year you can relatively inexpensively add an OFF button. Saab sells a kit, basically just adding a switch. The TCS is enabled whenever the car is turned on, and you hit the switch to turn it off.
However, if the problem is the TCS dropping into limp-home mode and otherwise acting improperly, the Off switch WILL NOT help. The TCS has various sensors, and if it detects and error in the sensors, will drop into a safe mode, no matter if the Off switch is activated or not.
What have you done to try and fix the problem? Many folks have TCS cars that work just fine. If there is a problem, in most (not all, but most) cases, it can be fixed. There is a valve in the vacuum line that often goes bad, and another common problem is just corrosion in the connectors, especially at the gas pedal. Have these been addressed?
