The bypass valve won't increase performance per se. It's function is to blow off excess boost when the the throttle shuts quickly while the turbo is still boosting (such as during a shift.) This stops the air pressure from slamming back into the turbo and it keeps the turbo spooled up. These do tend to rupture (suck on the small hose, it should hold vacuum) which will decrease performance and they will open and bleed off boost in modified cars. Botom line: a new bypass valve won't make any power if you're making lots of boost it could prevent some bleeding off. If yours is blown anyway using a high performance version won't hurt.
