i would agree on a normally aspirated engine claude, but the best bang for the buck IMO is exhaust, airbox mods, and either updated software or tweaking the APC box.
If you've ever had a saab engine apart, you already know that bottom ends are pretty stout, nice beefy little forged rods, forged crank, forged pistons on turbos, sodium cooled valves, etc. Head work is expensive; the head work alone you described is in the ~$1500-2000 USD range, and you'll be doing well to see maybe a 15-25 (max) hp gain. you can get more than that just from going with a 3 inch turbo back exhaust, then throw in a chip upgrade and REALLY watch the front tires spin.
Agreed that the car/engine should be in good mechanical shape, no use putting a silk hat on a pig!
