Where does it read when engine is off? If it is not at the first division on the guage ( at the white/yellow line) then your needle is off anyways.
ADD or Subtract the ammount it is off to the highest reading and you will have your true boost point although it is useless in terms of PSI.
Check carefully for any and all vac leaks and blown off hoses, diaphams in the hooter etc. Fix them, then be sure APC is fully plugged in at the connector ( I think they are under the driver seat).
If all this fails check the APC solenoid. I pinched off the line to the bypass valve to see if it was infact doing anything, and my boost was tremendous (almost scary) a neck bending/ face distorting acceleration ride. Don't leave the line pinched off for long unless you are looking to rebuild an engine. Heck do the pinch first and then see aht needs fixing.
I'm sure we'll get some disagreement here from others but short of taking it to a dealer for diagnosis, we try what we can at home first.
