Under the dash, near the steering column. Just remove the cosmetic covers and you'll see it, drops down with removal of a couple bolts if I recall.
My car is also an '87, and I currently get to the yellow/red line. I have a very mildly tweaked APC (and not even tweaked correctly, I just turned up the 'P' pot), a Jacobs ignition, and that's about it for mods. In about two weeks, I'll be having a 2.8 bar FPR put on, and will then do a little more APC tweaking, which will probably get me into red boost.
I'd say a split, torn, or disconnected vacuum hose is your number on suspect regarding your low boost. I'd replace every vacuum hose you can find with silicone, and you won't have that problem again. It's also a good idea to replace the 'hooter' valve with the upgraded version (believe this is the same one used in the 9000 Aero), it's only $45 or so. The shop I frequent doesn't use anything but the upgraded one, for any Saab turbo. It's about a 5 minute job to replace.
Good luck tracking down the low boost, you'll really love the car once you get it fixed!
