if your car is relatively new and has not stayed in the sun for considerable period, I would just use soap and water.
If you think the dash material is drying up, I would look for some low reflective product. I find having a high gloss dash somewhat hazardous for driving when the sun hits the dash and reflects back from the windshield. I find this more so with a light colored dash as in my '92 than my black '95.
I think some company makes a low gloss product, just cruise around near the Armour All section and maybe ask a knowledgable counter person at your favorite auto store.
