First, water-cooled Saab turbos are well-cooled and thus are very reliable. Second, you only need to cool the turbo down if you've run it very, very hard and haven't had any low speed time to let it cool down before you shut it off, and such circumstances are very rare. Generally speaking, you won't do a high speed run and then scorch the car into the garage and turn off the engine. Usually there's some reasonable city driving before you shut it off. If the occasion ever arises where you've run the engine really hard (high load, turbo boosting) and you might want to shut it off (hot date, maybe?), you can conciously make the decision to let it idle for 30 to 90 seconds before shutting it off. You'd be a lot better off investing your money in synthetic oil instead of a turbo timer. The thing you need to avoid is cooking the oil on the hot turbo shaft and bearing, and synthetic oil is more resistant to heat than any natural oil you can find.
