In the '88 and later 9000, there is a headlight relay in the relay box in the engine compartment - look near the battery. That relay actually contains a relay and some electrical components. The relay is held in place with solder (bad idea). Over time and vibration, the weight of the relay cracks the solder connections on the circuit board. This causes intermittent and flaky high beam operation.
The solution is to open the hood, open the relay box, and pull the headlight relay. If you're handy with a soldering iron, open up the relay (the case is held on with tabs) and touch up the large solder pads with an iron. Leave the small pads alone. If you're not handy with a soldering iron, replace the relay.
In the '86 and '87 9000, toggling between high and low beams was controlled by a roller switch in the steering column. Look there in the older cars if you have a high beam problem. But having an '88, look for the underhood relay.
