The dealer said it. 2 failures in 12yrs. Based on this I would guess that these are generally reliable and you particular pump was in the tail on the curve. Was the fluid changed regularly? This could also affect the life expectancy of a pump. Depending on the price at the junkyard, I would go with used. I would not change it over to non-abs. It is worth the expense to fix an ABS system it if it just saves one accident. Keep in mind that ths was another Saab safety item on your car, not a convenience item.
