As the balance chain wears quicker that the timing chain. No point fitting a new timing chain if the balance chain is about to let go, as it will take the new timing chain with it. You can change the chains with the engine in situ, working through the wheel arch. Also if the chain is worn enought to need replacing, it is pretty certain the guides will also need changing.
