1995 Aero: missing gas cap valve, car runs like a tractor

Right after I filled up yesterday, the car started sputtering-- continuously when accelerating. Put some dry gas in, and noticed that the metal plate usually seen in the gas tank inlet (the one that springs back to accept a pump nozzle) is missing. Looks like there is just a thin metal bar there-- a support for the plate no doubt.
Could the metal plate have fallen into the tank and be causing the sputtering, or could moisture be getting into the tank? It's below freezing here on the east coast, w/lots of moisture/snow.
Thanks for any advice.
