The '86 does have heated seats, but they (along with the heated mirrors) only come on when the rear defroster is in use. Also, they only have one setting, which I believe corresponds to the '3' or high setting on '87 and new 9000s.
If the fuses have blown, then there are two possibilities:
a) there is a genuine short somewhere in the wiring, caused by deterioration of insulation, or animals chewing the wires, etc..
b) some idiots at the shop didn't know what they were doing, and started electrical work without first disconnecting the battery. Thus, while working on the seats and door and possibly other systems, probably left 'live' connectors laying around to bump into any ground and short out. Note that this is still pretty hard to do though, most connectors have the actual contact well inside a plug, but never underestimate the carelessness of a bad mechanic, I say..
120k is super low mileage for an '86. It can easily last twice that long, and what the heck, even if you spend $5000 in repairs to make it to 250k, you still have one hell of a car for $6000! You actually could spend more than that, but hey, it's still a hell of a car for $10,000! It just depends how much you mind going to the shop. But, if it has been mostly well cared for, you can get to 200k without too many expenditures.
