Try this:
in 3 rd gear around 3000 rpm, gently apply the brake pedal (just enough to hear the clicking sound that turns the brake lights on, not more). Give full throttle still keeping your left foot gently on the brake pedal. If your boost gauge now shows the same level of boost that you usually experience these days, that means that your BPC-valve is only allowing so called "base boost". Another way to try the same thing is to unplug the power cable to the BPC. It's a small black plastic "thingy" with three hoses attached to it. It's located on the driver's side on top of the intercooler package. Another way is to unplug fuse #5 in the fuse box.
I would suspect this is what's wrong with your car. It's a very common fault. I've had it on my 97 Aero with the exact same symptoms...
BTW, my Aero (with reprogrammed Trionic) boosts to 15.00 hours... It almost touches the fuel needle at full tank...
