The rack is a challenge to replace. If it's not leaking badly, feed the leak.
As to the popping sound, I've had that happen, and the fix is easy and cheap. The rack is held in place with bolts (as are most things on cars). If one of them loosens up a little, the rack will 'pop' as you turn the wheel. When the car isn't moving, there's some pretty big forces on the rack.
As I remember, there are two vertical bolts on the firewall side of the rack. They can be a little tricky to get to, but you should be able to see them from above, or if the car is jacked up and the tires off. I found that after giving these guys another whank with a wrench, the sound went away.
I diagnosed the problem with a piece of wooden dowel. First, I peeked down with a flashlight, and found the mounting bolts. I then put the dowel on one of the bolts, and had my beautiful assistant turn the steering wheel. When I heard the pop, I felt it when the dowel was touching the loose bolt.
