Headlights - high wattage ok if wiring ok, foglights - no.

I had some 100w foglights at one point, but have discontinued their use. Why? The darn things would only last a few months, and the lenses (and mine are at least as large as stock, if not larger) got extremely hot, making them more susceptible to cracking. To be fair though, they DID put out quite a bit more light, as you'd expect (My Fog lights are E spec also), but, not worth changing them all the time. And, in the kind of fog where you'd use them, you won't be needing more than 55w.
Anyhow.. As for the headlights... Some people have reported using higher wattage with no wiring upgrades. On an '88 9000 or newer, I think I can believe that. However, the problem is, stock, 9000s use the 9004 headlight bulb. This in itself is the problem, it's a poor design, whose meager contacts don't handle the extra current well on a long term basis, no do the plastic housings respond well to the extra heat generated. So, while the wiring may be ok, but bulb may end up very short lived. Also, the optics of the SAE/DOT lens/reflector on the 9000 is poor, so that you'll get much less improvement by using a higher wattage 9004, than you would from the same wattage increase in the E-spec lens/reflector.
