The rubber seal in the top of the tank should be sealed in 3 direction by compression during tightening the top piece,so fuel will not spray out during a accident where the tank is compressed.What you have done is to create a rubber to rubber joint that under preasure will allow fuel to leak thur and spray out . A simular condition occurs when a new oil filter is screwed inplace over the old gasket which is stuck inplace on the oil filter housing and has pulled out of the old oil filter.The oil filter will not leak all the time just when the preasure is high enough so it passes out between the rubber surfaces.I would fix it . Preasure is in your gas tank only when it sits and the fuel vaporises at creates a preasure.When the car is started the vapors are dirrected to the vapor recovery system and are burnt in the engine and the tank is under a slight vacume.If your tank is under preasure all the time you have a problem the should be fixed.
