Actually, passive crossovers in speakers are technically not powered, they are designed to pass the power from the amplifier to the speaker. Depending on their design, yes some power can be dissipated within them, but in most cases this is minimal if the inductor wire gauge is kept large enough.
As for active crossovers in the car, it's actually quite easy to do. Most aftermarket amps these days come with built in crossovers, you don't need a separate box (in fact it's getting harder and harder to find them). Even many in dash receivers these days have built in crossovers, sometimes on both the preamp and speaker level outputs.
The passive crossover which really will absorb/dissipate quite a bit of power, would be between a woofer and a subwoofer. The reason for this is simple - passive crossovers at frequencies of 80-120Hz that a typical subwoofer will be cut off, require very large value inductors, which require lots and lots of wire. The resistance adds up quickly with the high value inductors, especially if you use a proper 2nd order (12 db/octave) slope or higher. The crossover between the midrange and the tweeter isn't nearly so demanding, being somewhere between 2-6kHz typically, and so much smaller value inductors are used, with a far lower DC resistance..
