Camera as standard equipment in car

Thought you had a dirty lens (splotch on upper right corner), but then realized that the pic was shot from within another car. Did you also take pics at the crash site from *outside* of that other car, or did the camera only stay inside?
I guess this suggests that it is useful to always have a camera in the car, just like jumper cables.
I once was in a very serious three car accident and happened to have a camera with me. At one point (after the hospital helicopter had gone I think), I started taking pictures, then someone who was with the police or traffic management I think, moved to stop me, thinking I was maybe some oggling bystander or lawyer fishing for a case or other opportunist, but I explained that I was *IN* the the accident!! She let me continue.
There isn't any law against taking pictures if you are part of the accident, is there??!!
