It sounds to me like a lot of frost is growing on the evaporator which means the evaporator is getting too cold. It think that what is happening is that when you are sitting in traffic there is not that much air flow across the condensor which results in less cooling capacity in the system. When you start driving on the highway, air flow across the condensor causes the system to cool much better and freezes the evaporator. When the evaporator freezes, the expansion valve freezes and there is no refrigerant flow in the evaporator, which will prevent any cooling until things unstick.
I would check the anti-frost switch attached to the evaporator. After that I would check the pressure switch attached to the receiver/dryer (functioning of this switch will be evident when gauges are attached).
