There are two fans on the radiator. The AC fan in mounted on the Front of the radiator - you can see it by peeking through the grill. That is the fan that comes on with the A/C compressor.
On the back of the radiator is the standard radiator cooling fan. That fan comes on when the temperature switch in the radiator goes above a certain temperature. You don't mention the year, so it may be the single speed or two speed fan. If you have a resistor (shiny gold thing) on the fan, and the thermoswitch has three leads, then you have the two-speed fan.
In the two-speed setup, the main radiator fan doesn't come on automatically with the AC compressor. There is a pressure switch in the AC system, and when the AC high pressure goes over 11 ATM (I think), then the low speed circuit of the main radiator fan kicks in. That's a function of the cooling load, as I understand.
If you Freon level is low, the pressure won't go as high, and the main radiator fan may not kick on all the time. But even with a system with normal pressure, the main radiator fan won't kick on automatically with the AC compressor. But the smaller fan on the front of the radiator will.
For earlier, single-speed fans, things are a bit different. I don't have those schematics at my fingertips right now. What year car do you have? Is it the single or two speed fan setup? Is the AC fan (mounted on the front) turning on when the AC compressor kicks in?
