The wastegate is inside the turbo. On the underside of the turbo is the little piviot arm, and that controls the wastegate. As the wastegate opens, it allows pressure to flow around the turbo vanes, dropping your boost pressure. That's probably working fine.
The Wastegate actuator is the metal cylinder. It should have a metal rod running to the lever under the turbo, and a rubber hose going to the APC solenoid. The APC solenoid is the little plastic dohickey (technical term) mounted on the radiator, with three small hoses and a couple of wires.
When pressure builds in the intake manifold, that pressure flows through the APC solenoid, and on to the wastegate actuator. The actuator is just a piston with a spring. As the pressure builds up, it move the piston. The more pressure, the more the actuator extends. As it exends, the little rod on the end extends, and that opens up the wastegate in the turbo.
If you apply air pressure to the wastegate actuator, it should extend. It's a pretty strong spring. If you blow REALLY hard, it may move some. You should be able to pull on the rod (extend the actuator) and feel that it moves. Not a lot, but maybe 1/4 to 1/2 inch. If it won't move, then it's frozen. The other possiblity with the actuator is that the diaphram in the actuator has a hole, so any air that goes in goes right back out. If you blow into the wastegate actuator, it shouldn't all rush out.
I don't think you can rebuild the actuator. If it were sticky, some lubricant couldn't hurt. If it's leaking, get a new one.
I mention the whole system, because if pressure doesn't get to the wastegate actuator, it won't work. A simple hole in the rubber line going to the wastegate actuator will let air out. If the APC solenoid sticks, it can prevent pressure from getting to the wastegate actuator. All those paths need to be checked.
