In terms of tuning, what is the highest HP that can be achieved?

I started looking at Abbot racing, etc, and noticed between 40-60HP increase with new ECU and turbo.
However, look here:

How is it that a 1.8T Audi A4 can be changed from 150 HP to 310!!!
This is amazing, and was wondering if anything like this exists for Saabs.
