Just to make sure we've got the terms straight, the AC fan is mounted on the front (grill side) of the radiator, and the radiator fan is mounted on the back (engine side) of the radiator.
The AC fan is driven by the AC relay, the same relay that drives the AC compressor clutch. You know the fan is good. If your AC compressor clutch is pulling in, but the fan isn't coming on, I'd check the relay and the wiring to the fan. The relay provides 12 volts, but the fan won't run without a ground return, so trace the ground lead of the fan and make sure it's a good contact. The radiator fan uses a different set of contacts in the relay than the AC clutch, so a problem in the relay contacts, or even the lugs on the relay, could cause a problem.
The glovebox isn't hard to remove as long as you have a nice set of small torx sockets. The relay panel just drops down. From what I can see of a different year's schematic, if you jumper from pin 30 to pin 87B, the AC clutch should pull in, and if you jumper from pin 30 to pin 87, (sometimes 87A), the fan should run.
If the jumpering works, suspect the relay. First, clean the lugs with some scotchbrite or fine sandpaper. If that doesn't do the trick, pop open the relay and clean the contacts.
