The heater core is always hot. Temperature inside the car is controlled by a 'mixing flap' - it combines air from the AC with hot air from the core. If the flap is all the way to the AC/outside air, it's cool. All the way to the hot side, it's hot. Warm is in the middle.
If you open the hood and look at the center at the base of the windshield, you'll see a grill. Under that grill is the mixing flap, blower motor, and heater core. If you pull up the horizontal plastic cover at the base of the windshield on the passenger side, you'll see the AC evaporator and linkage for the mixing flap.
The mixing flap servo is inside the dashboard, behind and next to the glovebox. It has an arm with a stiff wire on it that goes through the firewall and connects to the arm on the mixing flap.
If you always get heat, you can be sure the flap is in the wrong position. The only question is why. The flap really can't be seen. If you run the ACC self test, it moves all the servos back and forth. Look down at the arm where it comes out of the grill/mixing flap/blower motor/heater core box while someone runs the self test, or at least runs the heat from LO to HI. You should see the wire coming out the firewall move back and forth, and the flap arm move. If it doesn't move, then go into the dash. If it does move, make sure the shaft coming out of the box is turning. If it is turning, then somehow the shaft has broken from the mixing flap. Not a lot you can do except open it up and replace the flap, which is a lot of work but the only real fix.
