It's not clear - is the exhaust system rusted out, or was it rusted out and the holes have been welded up?
If the exhaust is leaking, then it won't pass emissions. Not because the emissions are too high, but because they won't test a car with a leaky exhaust system. IF the holes have been patched, then they probably will test the car, because as long as the catalytic converter is in place, that does all the cleaning. Stock muffler, glass pack, or just a straght pipe back from the cat has no effect on emissions, just noise.
If you want to replace the exhaust, $800 is way too much. I recommend you get a stock aftermarket exhaust system from the cat back. That's how I do it - just undo the two bolts at the back of the cat, and cut the old system out. Then bolting in the new one is easy. A Starla (brand name) resonator (middle muffler) and muffler - two pieces - should cost around $200. Labor to install is at most an hour.
Replacing the serpentine belt is about $25 for a belt, and a half-hour of labor. Somebody may charge you an hour, but that's a lot. Wiper blades you can do yourself for $5 from an autoparts store, or $20 from the dealer.
You should be able to have the work done for a tick over $300, tops.
