through 98 cars. The 9-5 valve is relocated closer to the throttle body and much closer to the turbo/wastegate because these are in reverse order from the 9000. On the 9000 it is in a relatively cool location and on the 9-5 it is shielded from turbo heat so----. I really don't think there was much thought given to the location other than convenience of service. The hoses are quite large but the flow is restricted so I doubt if dynamics would be affected if it were closer to the source of boost air and wastegate. It is a convenient place and doesn't interfere with other service installations. Back in the early Saabs and in other markets there is a large muffler box in the inlet stream which really crowds the area below the solenoid. I believe for service considerations only, the location which you are inquiring is just about as good as any other. Back in 1990and 91 this little solenoid was a frequent change out, because of a vendor problem, and I heard the remark made "Saab really knew this part was going to receive a lot of attention -how thoughtful to locate it so easily to service". I know servicing the muffler/filter at times I had wished there was no rad either.
Good project - you could relocate it and see if it makes any difference and report back
