I don't know what the maximum boost pressure is on the Carlsson, but most 9000s, except the Aero, don't boost into the red. In addition, the boost gauge is not a precision instrument. It should always give you consistent readings on your car, but this will not necessarily be comparable to readings on the gauge on another car, as the gauges vary. So it is possible that your car is boosting correctly.
Usually, though, base boost only (which is what it sounds like you have just fixed) is about 1/2-2/3 into the orange. Beyond that, the APC is at least doing something.
If you feel you are still under-boosting, what fuel are you using, and is there a higher octane you could try? The APC may be lowering the boost due to engine knock. Run the car almost empty and run a full tank of high-octane through it.
If this doesn't make a difference, then try to get hold of a calibrated boost pressure gauge (or someone who can measure the pressure for you) and post here the maximum pressure you measure. Someone should be able to tell you whether this is correct or you have a problem.
