Aren't intermittent problems fun?
I agree that it can now only be either a sticky wastegate or actuator.
I would unclip the actuator rod from the wastegate lever (careful not to lose the clip) and check that the wastegate opens freely. It should be so free that it will drop fully open under its own weight (fail-safe?). Move it by hand over its travel to see if there is any binding. In particular, mimic the wastegate rod and pull the wastegate hard closed with some pressure and see if it will drop open without sticking.
I'm not sure how much pressure you can apply to the actuator via the rod without damaging it. Not much, I suspect, so it's probably not a good idea to move it and see if it sticks. However, inspect the rod close to the housing for damage, perhaps due to over-zealous use of pliers when holding the rod to loosen the locknut at some time in the past. Damage like this can cause the rod to bind in the housing.
I would say that if the wastegate is not obviously sticking, try replacing the actuator. I believe it is available separately.
