The fan relay gets power all the time through fuse 7. The coil for the fan only gets power when the ignition is ON. In the old relay (95 63 339) there was an internal connection to supply power from the 'always hot' pin 30 to the timer circuitry. You can see that in the schematic. When you go to the 85 22 310 relay, there is no internal connection and no timer. The power for the coil comes directly from the ignition switch, and the low side is provided by the fan thermoswitch.
All I can assume is that the relay has a jumper in place to provide power all the time to the high side of the coil, even when the ignition switch is off. Try pulling fuse 6. If the fan keeps running, then there is an extra wire in there. If pulling fuse 6 kills the fan, then there must be some problem in the ignition switch.
