replace the wheel bolts or at least 'chase' the threads on the wheels bolts with a die as well. Clean out the hubs with some brake cleaner and visually inspect for boogered threads (sorry to get so technical:)
Won't exactly be *cheap*, just the tap and die for that size will be close to 30-35 dollars.
Also, look at the counter bore where the bolt meets the wheel. Is it especially worn? (probably a litle beat up if you're having trouble with the bolts staying tight). This could affect how tight things stay, and i'm not sure what a good remedy for that would be, short of replacing the wheel.
