As Dave says, it's usually just a simple break in the wire that can be soldered back together. I've never had to replace a heating element. See Quasi's site for info, but there are a few extra pointers-
Once you've determined it's a bad element (see Quasi)
I use a different method for removing the cover - similar to Q's coathanger. I tie about 18" of strong twine to each hook. Then use the coathanger or pliers to unhook each hook, and peel back the seat cover.
When the time comes to replace the seat cover, I fish the twine through the holes and pull on it to guide the hooks into position. I make the twine long enough that it usually never comes out of the hole.
Also - I recommend slipping about an inch or so of heat shrink tubing over the joint before you solder it. Then slip the tubing over the soldered joint and heat it with the soldering iron. This isn't for insulation reasons - it's mechanical. The solder joint is stiffer than the wire, so it becomes a weak point mechanically. The heat shrink helps spread the forces.
I love the heated seats, and even use them in the summer with the A/C on to help with a sore back. It takes me about 45 minutes to repair a seat heater break.
