The AC clutch won't pull in if the system is low on Freon - there is low pressure switch.
If the AC system leaked out all its freon, there is a good chance that air has leaked in. Therefore, to be safe, you want to do more than just have the system recharged. The leak will have to be found, and then the system evacuated. Chances are good that you'll want to replace the dryer assembly, as exposure to air will kill it. Yes, it could be jsut a switch, but assume you need a full R-12 recharge (2 lbs at about $80/lb) and a hundred or two for labor and service. It may be less, but assume that. The good news is that the compressor isn't siezed - that's a somewhat common problem, and new compressors are pricey.

If you're not getting heat, two things come to mind. The heater cores are known to leak on older 9000's. It's possible that the heater core on this one started to leak, and the previous owner just plumbed around it. Open the hood and look at the heater hoses going into the firewall area. Make sure there are no 'short circuits'.

The other, more common and somewhat less serious possiblity is that the arm on the heater flap has broken. Open the hood and remove the horizontal flat panel at the base of the windshield, on the passenger side (Left hand drive cars) of the air intake. Sticking out of the side of the air intake box is a shaft with an arm on it, and a stiff wire on the arm going into the firewall, about behind the glove box. This controls the heat. If the arm has broken off the shaft, that explains why you have no heat. If the arm is broken up by the tip (where the wire connects), you can buy a $8 kit from Saab to fix it. If the arm has broken near the shaft, the kit won't work. Epoxy will work, for a little while. The solution is to replace the flap.

The flap is in the box with the heater core. Replacing a heater core on an early 9000 is a major pain. Assume 6-8 hours doing it yourself, with the right tools and tons of patience. Replacing a heater core and flap runs between $400-$700, depending who's doing the work.
