There are folks that have much more AC expertise than I - perhaps you should try reposting the question.

You can jumper the low pressure switch to get the compressor running - that's how shops measure how low the pressure really is, and/or diagnose a bum pressure switch. But if it is the pressure switch, don't run the compressor long, as it can be damaged by low refrigerant levels.

This is a toughie. The compressors is a weak spot, but the usual failure mode is for it to sieze. You'd notice this if you hotwire the AC clutch - the cloud of smoke is a dead giveaway.

You could always try this - hotwire the clutch, and see if the AC lines get hot and cold. (one gets hot, the other cold). If that happens, you can be pretty sure that there is refrigerant in the system and the compressor is OK.

The system has a lot of places to go wrong electrically, but many of them range from cheap to relatively cheap. There is an A/C relay that drives the clutch. There are also underpressure and overpressure switches, and a 'freeze switch' on the condensor that turns the system off if it's below freezing or the condensor freezes up. Any one of those could be bad, or it's just a wire or connector. Replacing those would be relatively cheap - in the case of a bad switch, evacuating the system , replacing the switch, and refilling the system.

If you had the electrical schematic, time, and a meter, you could diagnose the AC - or at least determine if it's a bad switch or low refrigerant. But if you're looking at a car you haven't bought yet, I don't know of any quick checks other than what the dealer did.

I'm a bit suspicious of this car - if this dealer has the tools and expertise to perform a leak check, why haven't they fixed the AC? They know full well that they could sell the car for much more $$ with working AC than with no AC and a pile of assurances. If they can do a leak check, and they know the compressor/clutch are OK, why not go the extra few steps and troubleshoot the rest of the system? That would be a very good line of questioning to open up.
