Can we start a thread on this? Flood cars

A lot of smaller independent used car dealers in the NYC area are selling used cars (all makes) that have "light flood damage", apparantly either from either Texas or the Mid West. Anybody know the process on their obligation to release this data, and how to independently verify that the car was not more badly damaged than they are letting on? Let alone advice on how to evaluate them.
I used to call SAAB headquarters in the past and they would give out a lot of information if you gave them a used VIN, like where the car was sold and serviced over its life, highest milage, if it was declared a total, etc. Now it seems that you can't get past the cranky gal at the front desk in Georgia HQ or the eastern zone office who says "just call Carfax, we don't give out information anymore". Anyone know a number inside the SAAB organization that was not hired by GM Human Resources that can help trace a car's history without dealing with these two morons?
I don't trust Carfax as they are only as good as the databases that they tap into and cars coming out of the Ohio area are always suspect due to liberal title rules. (My ex wife was from Ohio, so I don't have a lot of good feelings for that state!) I've run Carfax reports that told me that there was no odometer rollback because the mileage I noted was higher than their records - which showed a lifetime to date record of only 44 miles -when the car was registered in 1997! Useless!
Any ideas? Advice? Derogatory remarks from ex wife relatives in Ohio?
Thanks
