By all means read the SRS code(s) first. Sould cost $30 or so for code reading, $153 is way to much. It takes only a few minutes to read codes, even if a dealer charges $70 for a minimum of 1 hour that's better than $153. I've heard of shops that don't have a reader charging 1 hour for their time added to the hour they got charged to take it to a dealer. First off make sure this guy has a reader, if not go to someplace that has one.
The two problems may not be related. What if there are no codes associated with clock spring and the SRS has only in intermitant code for something else. The horn problem may not be in the steering column. You can be assured the SRS and horn were designed not to interfere with each other. Nobody wants an airbag going off when you honk the horn.
