The smoke could be from turbo seals. It could also be a tired head gasket, worn rings, an the like. There is also a distinction in smoke - white smoke usually means coolant being burned, and bluish smoke is oil. But at a quick look, they both seem 'white', compared to say, black smoke.
Being limited to base boost could be a worn turbo, but I greatly doubt it. There are a bunch of things that can go wrong and limit you to base boost, and most of them are a lot more probable than the turbo being worn out 'just enough' to give only base boost.
You can always do a check. Find the APC solenoid mounted on the radiator. Put a clamp on the center hose - a simple hobby C-clamp will do. Then go for a drive, and CAREFULLY accelerate. You should get plenty of boost. Be careful - with a moderate to heavy foot, you'll easily boost into the red. If this happens, then the turbo is providing plenty of boost, but there is something else keeping you in base boost. Do a search of the archives - there's been a ton written on the subject.
