I agree, it's probably not the turbo. I've seen turbo seals go (burn oil), turbo bearings fail (high-pitched whine), but I personally have never see a turbo still run but not produce enough pressure. The usually fail dead from a bad bearing, not just get inefficient.

It sounds like you're not burning oil as much pushing it out of every orifice. As a wild guess, I'd say you have bad rings in one or more cylinders. The pressure in the cylinder gets past the ring (blowby) and pressurizes the crankcase. This forces oil out of the crankcase, and apparently over everything in sight. It will also push oil into the intake where it will burn.

I would recommend getting the engine compression tested. It's easy to do, and with the price of an inexpensive compression tester (about $20), you can do it yourself. You'll want to do a wet and dry test. Let the car sit for a while, then test the compression in each cylinder. Then do it again, but before running the test, put a teaspoon of oil into the cylinder through the spark plug hole. If the compression goes up with the oil, it's usually a bad ring or scored cylinder wall. A search on the Internet will provide much more detail.
