The proper way to check the fluid level -
Start the car and let it idle. The fluid level in the reservoir will actually Drop as the ABS pump runs. After 15-45 seconds, the pump will shut off (a buzz/hum under the reservoir). The fluid level should now be at the FULL WITH ACCUMULATOR CHARGED line. If it's a half-inch over, that fine.
As the car sits, the pressure in the ABS system leaks down (perfectly normal), and the level in the reservoir actually goes UP above the FULL line. Frankly, as long as the level when the car has been sitting a while (like overnight) doesn't come out the top of the reservoir, you're OK. But if the car has been sitting a few hours, the level will be well above the FULL line. Since that leak-down rate can't be well defined, you always measure the fluid level with the engine running, and after a minute or so, so the pump stops running.
