The only way to check is with quality gauges. You will be evaluating refrigerant charge by comparing high and low side pressure relative to the air temperature. Of the two pressures, high side is the more revealing. Since high side pressure gets quite high (as much as 300 psi in a converted system), only good gauges will hook up cleanly. Also, turn off the air for a couple of minutes before trying to attach the high side gauge.
In a 134a system, I wouldn't put much faith in the sight glass.
