Had the same problem with the exact same car. There is a multipurpose relay in the panel behind the glove box. It provides a signal to the fans, a signal to the Ignition/fuel computer to anticipate the A/C load, and monitors the pressure switches. then it sends 12 volts to the compressor. In my car the contact in the block was loose and had overheated so I was seeing about 2 volts at the A/C clutch. I replaced the contact and cleaned the relay prongs to fix mine. If you need a relay the 900's use the same one and the same contacts.
