It does sound like you are overboosting, as in normal spec, that car should get just to the yellow/red border, or maybe slightly into the red (12 psi or so), not the end of the gauge (around 20 psi). I certainly would suspect the APC solenoid that you suggested, on the 2.3l engines, for some reason, they seem to have a rather high mortality rate. The bypass valve can indeed give you some lag - do you get more lag when you apply lots of throttle after coasting down a hill (in gear)? Do you hear a psshhhh sound when you shift gears after being on the boost?
Even if you are overboosting, the Trionic will still adjust the timing/boost/fuel such that you do not get detonation, so you are generally pretty safe. I'd be pretty surprised if the stock fuel system can support the kind of boost you describe though, and it's possible that a malfunctioning APC solenoid does not allow the ECU to control boost properly..
