It's located on the passenger side of the car, behind what LOOKS like the firewall/bulkhead (that black fabric-looking thing at the back of the engine bay) but is actually a "false bulkhead."
On my '96, to get at it I had to remove the 8 or so bolts and the 1 Torx screw on the plastic cover between the false bulkhead and the base of the windshield and remove it (it has a drainage box and hose on it that makes it tight squeeze to get out, plus the windshield washer jet hoses are attached to it, so be careful when lifting it out, I didn't disconnect them but just moved the whole thing aside). Then there's a box on the passenger side with one screw on the left-hand side to remove, and the filter's sitting in there.
See my other reply above (in this thread) for a picture of what the box area looks like (when it's all dirty).
Maybe I should take more pictures and post them, similar to what Quasi very helpfully does on his website. Hmm...
