I'm going to assume you mean the fuel injection computer. You would determine it based on the symptoms and troubleshooting tests. A problem could be a bad computer, but it can just as easily be a poor connection or bad sensor. Many mechanics will replace the computer simply because it's the easiest thing to reach, or the fault code may imply a computer problem. But only troubleshooting can narrow it down. And troubleshooting is usually much cheaper than the cost of a new computer.
