That's not the rev limiter; in fact, forcing the tranny into too low a gear and letting out the clutch is a great way to overspeed and blow the motor. The rev limiter is an electronic function in the ECU which cuts fuel or spark or both, depending on the brand of car (I don't know specifically with Saabs) which will prevent the motor from being wound out from lower revs to exceed a set point. This is not a mechanical limit, and if you mechanically overspeed the motor by coupling it to the transmission when the gear ratio and speed of the car are such that the motor has to turn more revs than the rev limiter allows you the rev limiter isn't going to help - the motor won't get fuel or spark or both but will be forced to overspeed by the mechanical connections of the motor to the gearbox to the tires to the road.

What you're probably experiencing is worn synchros in the transmission.
