.. don't tighten the wastegate as this must be OK (it won't go wrong on its own unless the wastegate rod has fallen off the turbo completely) and fiddling with it to mask the problem may only make things worse. Check that the rod is still connected, but I doubt you would get as much boost as that. I didn't on my '96 Aero (manual) when this happened, but I did get some boost (about half yellow).
How long has this being happening? Assuming it's not just a tank of poor-quality fuel, there are some things to try.
Did this start after the new DI and plugs? If so, are the plugs BCPR7ES-11? If not, this can cause problems with the DI detecting knock that isn't there and backing off the boost.
Have you checked all the vacuum lines carefully for leaks?
