Assuming the problem is bad bulbs, or poor connections on the bulbs. The bulbs in your instrument pod all come in a little holder that twists into the intrument pod and makes contact. These holders can get hard over time, especially if you have a hot weather car (a car in Texas for example). Plus, your '92 probably has 100,000+ miles on it and it is just due.
Changing them is not hard, just time consuming. You've got to remove the dash to do it, and that can be frustrating. The Haynes manual goes over the dash removal proceedure pretty well, but if you poke around you can find all the screws. The only tricky part is the removal of the windshield post covers, which you have to pry up from the bottom with a lever of some sort until they slip off the plastic buttons in the post. I've broken both buttons, and the cover part doing this.. be careful.
The next step after the dash is gone is the removal of the intrument cluster (one piece). Before doing this, and this isn't mentioned in Haynes, take some duct tape and cover the rough inside edge of the top of the facia, which is normally coverd by the dash. It has metal reinforcing which can scratch the lens of your instrument cluter as you pull it out of its spot. Next lay your shop light on the windshield and carefully remove wires and clips. Very important here, there are two rubber "feet" at the bottom of your insrument cluster which just friction fit on and they WILL fall off while you are pulling the wires out, then they drop into the remote parts of hell, never to be seen again. REMOVE those right away and put them someplace first.
Once the cluster is out, replace every bulb that will twist out, this includes your three EDU bulbs. Reverse disassembly proceedures.
After this you'll appreciate why your dealer wants so much money to do the job, but you won't have to do it again for quite a while. By the way, this is a good time to replace your front speakers if you need to. The orignal speakers will dry and get cracked from sunlight shining down on them. Don't worry about the little 1 1/2" speaker, leave it alone, you'll end up cutting the connection to those speakers so they will just be dead in place. Just replace the 4" speakers with good quality dual-cone speakers. Your factory SAAB stereo only puts out 25 watts to the front speakers (50 to the rear) so you don't need to pay for super 200 watt speakers.
