First of all, what tells you that you have base boost? On most Aero boost gauges (which vary a bit from car to car), base boost is about 1/2-1/3 yellow. While boost is limited in first and second gear, it should still be greater than base boost.
As far as the actuator goes, if boost is low when the plumbing is connected and high when disconnected, you have shown that it is working to some degree. It is not unknown for the wastegate rod to become disconnected from the turbo, but in this case you wouldn't be able to induce overboost by disconnecting any of the hoses (none of the hoses would make any difference as the wastegate would be permanently open).
If you hear clicks and buzzes from the BPC solenoid, and you have fitted a new one, it is probably (not definitely, but probably) working.
Given the above, the likelihood is that Trionic is not permitting higher than base boost. Reasons for this include the following:
* Clutch or brake pedal switches malfunctioning. Does the cruise control work?
* Very poor quality fuel. I believe you have discounted this.
* Wrong spark plugs, giving an incorrect knock signal from the DI cassette. Should be NGK BCPR7ES-11 gapped to 1.0mm - Saab spec.
The APC function is incorporated into the Trionic system. It is possible, but not likely, that the Trionic ECU is faulty. It is much more likely that there is a fault external to the ECU that is causing the ECU to limit boost.
