Filament Control Relay only monitors what passes thru it and gives ground to the pictogram for dead headlamps. The bigger relay (hi/lo) does the power channeling to the lamps. high power comes out of relay pin #56a, goes to control relay pin 56a, comes out control relay on 56aL & 56aR to lamps. Low power comes out of hi/lo relay on 56b, thru control relay on 56b/56bL\56bR to lamps. Something is either wrong in the hi/lo relay module or the path back to the dash switch.
Do you leave switch engaged when leaving the car or in off state?
On the relay base for the hi/lo relay (large wide orange) is a yellow wire, very small .5 sq/mm this comes directly from the selector switch on dash. Monitoring this line when it is going batty.
This is a head scratcher.
